Blue Lake Board Meeting Minutes
7-8-08

Attendance: Scott Wirkler, Vince Shimp, Missen Brucker, Kelly McKenney, Bruce Pearson, Gina Shaw, Joe Meade. Also: Rob Lawson of Eagle Co. Sheriff’s department; Michelle Oger from the preschool; and homeowners Brendan McNamee and Isabel Day.

Absent: Susan Atwood and Cheryl Bach.

Meeting called to order by Scott Wirkler at 6:35

HO comments:

Brendan McNamee addressed the board with regard to the new boat storage rule. He suggests that the board change the rules to encourage safe use of the lake. He also strongly suggested putting a grate over the culvert.

Boat Storage: Missen offered a suggestion of having a limited number of registered boats and providing a system for securing them on the side of the lake near the Mid Valley Metro gate. Bruce made a motion to have Joe remove boats on the 15th as per the notices that were recently put up at the lake. He was also asked to build a simple concrete and cable system for the boats to be locked to in the future. Boat owners will register their boats in the office anytime after July 15th. Any boat not registered or not locked up properly will be removed and the owner fined. Joe was asked to add “unless registered with BLOA” to the new signs. Scott seconded. Motion passed unanimously. Gina will write an article for the August Bugle about the registration system.

OLD BUSINESS:

Preschool progress: Michelle gave an update on the playground. The engineering is being reviewed and changed to work with the new wall materials. She assured the board that the concrete will be stained tan/brown colors. She will bring in the samples as soon as she gets them. Once Condon Construction starts working, the wall will take 2 weeks. This will include the removal of the dirt pile. Volunteers will finish the playground installation after that. There was discussion about the re-vegetation of the area under the dirt pile.

Preschool emergency lighting: Scott made a motion to purchase the lights for the preschool since they are being required by our insurance company if the preschool will install them at their expense. Kelly seconded. Motion passed unanimously. Michelle will purchase and submit a receipt for reimbursement. The estimated materials cost is $700-$800.

Neighborhood Watch: Rob Lawson from Eagle County Sheriff’s department spoke about how a Neighborhood Watch system teaches people to be good witnesses, and statistically reduces crime and traffic issues significantly. The sheriff’s department would pay for signage, etc. Because there is a commitment necessary from volunteers, Gina offered to oversee the coordination of volunteers as part of her position for Blue Lake. Kelly suggested we have a first training meeting in September. Rob talked about some of the traffic issues; juvenile mischief/vandalism; and other crimes happening in Blue Lake. There was some discussion about adding speed limit signs.

Common Space above Deer Run: There was discussion about the ATVs/dirt bikes and forts being built on the hill behind Deer Run. The new “No Motorized Vehicles” signs were vandalized and later stolen. Joe was asked to replace them and cement them in.

Soccer Field: Missen talked about the field still being mowed weekly. Gina will call Daly about bi-weekly mowing of that area. There was discussion about the non-irrigated area. In Cheryl’s absence the subject of asking the county for maintenance funding has been tabled until the next meeting.

Buckskin Court proposal: Missen made a motion to approve the proposal submitted by Bart Outzen as written. Scott seconded. Bruce added that we will inspect for necessary bike path repair when the project is finished. Mr. Outzen is granted permission to irrigate the common space behind his house after he signs a letter for his file. Gina will draft the letter. Joe suggests some sort of method to prevent vandalism to the pump. Motion passed unanimously.

Multi-family Issue: There was discussion about the communications with county code enforcement. Gina and a volunteer homeowner will start doing early morning and evening patrols to provide more evidence to the county.

Sidewalk connections: Missen spoke about getting into the Eagle Co. 2009 budget process. The Board will need to decide how much money BLOA can allocate to this project. Missen is still compiling information about the safety concerns along JW Drive due to the lack of sidewalks and adequate connections. She stated that she is getting a lot of cooperation with Eagle County in regard to these community needs.

Office rental: Shelley Evan’s lease expires Aug. 31. Notice has been on the front office door and in the July Bugle. No responses other than Mr. McNamee; he is still interested.


Joe’s report:

• Fuel tank liner has been installed. Gina will call insurance to notify.

• Storage lots markers have been installed in lots I and II. Some of the spaces had to change a bit, and several people are going to have to move their items because Joe had to crawl under vehicles to put in the markers. Gina and Joe will work on a letter to renters.

• Landscaping contract: Gina asked if we have a signed copy of the contract with Daly Property Services. She will contact Susie this week to clarify.

• Office rock/weed removal: The plan is to remove the rock, level off, and plant grass in these areas. The rock is being moved to the southwest side of the lake.

• Tot-Lot lighting: R&A Electric has been by to see it, but hasn’t gotten the estimate back to us yet. They did some resent work on the light by the gazebo, but Gina was asked to hold payment until it is completed to Joe’s satisfaction.

Gina’s report:

• Website: The requirements for CCIOA are all on the website with the exception of insurance. This documentation is available in the office.

• Gina is working on reprinting the Blue Lake “Blue Books” for board members and general reference to assure they contain original documentation.

• Leaf disposal dumpster: Gina is working with Waste Solutions to implement a leaf/lawn clippings disposal site for homeowners in Sept. and Oct. There are concerns about securing the dumpster so no trash is dumped. Joe suggested a looping camera. Lot 5, $350 per dump.

• Rose Pitt is leaving Dalby Wendland at the end of July.

• Gina will speak to Bill Reynolds of Mid Valley Metro about the timing of their plan to repair the path that was damaged by the trucks this spring.

DCC Report:

• Gina was asked to put specifics of application received in her weekly reports.

Treasurer’s report:

• Missen presented the Budget vs. Actual for year to date.

• 2009 Budget item ideas for consideration:

1. lighting for Tot-Lot

2. Irrigation expansion throughout common spaces

3. Sidewalk connections

4. card reader for the lake gate

5. Arborist pruning

Board Member Comments:

Bruce has a concern about the damage being done to the sprinklers along JW Drive by cars parking on the grass. Gina will call Road and Bridge to see about the possibility of adding boulders similar to those along the edge of the soccer field.
