Board Meeting Minutes -DRAFT

Meeting called to order: 6:40
Attendance: Susie Atwood, Scott Wirkler, Bruce Pearson, Cheryl Bach, Vince Shimp, Missen Brucker. Also in attendance: Joe Meade, Gina Shaw, Rob Gilfillan, Keith Johnson, and Bob Giacinto.
Absent: Kelly McKenney
Meeting was called to order at 6:35pm.
Minutes from the Policy Meeting ( 4-1-08) approved by Missen, Bruce, Vince, and Susie.
There were no homeowner comments.
NEW BUSINESS:
Variance: Robert Gilfillan requested a variance for a panel truck to be packed occasionally in his driveway. There was discussion about consistency in enforcement of the CC&Rs. Cheryl made a motion to grant a 32 day variance until alternate parking has been investigated. Gina will call Mr. Gilfillan with her findings. Bruce seconded; passed unanimously. Gina was also asked to notify Mr. Gilfillan if his presence is required at the next board meeting.
Leaf Disposal: Missen brought the idea of working with Waste Solutions to come up with a plan for a leaf disposal site for homeowners. This could be beneficial not only to the homeowners, but to Waste Solutions, and the landfill. There was some discussion on potential locations for the site. This would only be for the months of Sept. and Oct. Gina will call Waste Solutions and Pitkin County. landfill for their input.
OLD BUSINESS:
Preschool Playground Progress: There was much discussion about the timeline and Engineering Plans given to the board by the preschool. Gina will contact Michelle or Melissa tomorrow to ask for the following:
• We need copies of both worker’s comp. and general liability insurance from every contractor they are using, whether paid or not
• Whether or not they will be able to do any overlapping of the steps on their timeline. Also remind them of the agreement to adhere to Aspen Work Hours and contact the office if they foresee delays in the timeline.
• A copy of the site plan showing survey contours, specific drainage plan, and any other documentation that was provided for securing permits.
• A preschool representative’s presence at each of our board meetings until the completion of the project.
Gina is to ask Michelle or Melissa to contact Susie with this information.
Soccer Field Proposal to Crown Mtn. Park and Eagle County: Cheryl spoke briefly about the slow progress being made. She’s working with Diane Henderson at Crown Mtn. Park. She will continue to follow up with both Crown Mountain and Eagle County.
Sidewalk connections: Missen spoke about the options laid out by Hans Brucker (civil engineer). He recommends that we find out what Eagle County regulations and guidelines recommend. Without this information we cannot move ahead. Missen will contact Brad Higgins regarding getting into the budget process with Eagle County and what the existing guidelines for sidewalks entail. Joe Meade will look for old site surveys of the areas in question.
Lake: Susie researched what other associations, Eagle County and Mid Valley Met consider to be important with regards to our lake. It was pointed out that there was already signage indicating that swimming was “your own risk”. The water feeding the lake comes from both raw irrigation and fresh springs. People should be aware that raw irrigation water is not potable and there may be some health issues with ingesting the water. The Board directed Gina to put an article in the next Bugle reminding members of this and emphasizing the rules of conduct at the lake.
REPORTS:
Joe Meade:
• STORAGE LOTS: There was discussion about the storage lot markers and the expense of doing this. Susie made a motion to allow Joe to spend up to $150 dollars. Missen second: passed unanimously.
• GAS TANK LINER: Joe has talked to the insurance to keep them updated. He will move forward with this when the talk is empty. He’s notified RFV Co-op to not deliver any more fuel until further notice.
• 4 New Poop stations complete.
• DITCH: Joe talked about several of the Robinson Ditch issues that are and will be keeping him and his crew busy for a while.
• There was brief discussion about hiring of seasonal employees.
• TRASH CLEAN-UP: Gina will contact the Girl Scouts/Boy Scouts to see if they need community service projects.
Gina Shaw:
• GARAGE SALE: weekend of May 17-18. Signs to remind HOs 2 weeks prior. Ad in newspaper, and banner at the hwy 82 entrance.
• WEED SPRAYING: date to be determined by weather, but hopefully the end of April or first part of May.
• ARBORIST: Not enough HOs have signed up to get the discount. If we don’t have 20 signed up by the end of this week, we won’t have him spray any thing except the common spaces.
Personnel Committee: meeting scheduled for next Tues. @ 6:30 pm to establish discussion points for Joe’s review.
