Blue Lake Board Meeting Minutes
October 12, 2006
Present: Kelly McKenney, Jack Musser, Scott Hirsh, Vince Shimp, Diane Henderson. Homeowners Mark Pearson, Nick Looper, Bill Reynolds, Trudy Watkins-Johnson, Terry Harrington, Michelle Oger with the Blue Lake Preschool. Absent: Gina Shaw, Scott Wirkler, Joe Meade.
Meeting called to order 6:40pm.
Minutes from 9/14/06 approved.
Gretta McKenney has resigned as the Treasurer. The Board voted in Suzy Atwood as the new Treasurer. She comes with lots of great experience as the previous Director of Finance for RFTA and will be a wonderful asset to the home owners and the Board. Thanks Suzy!
New Business:
There will be pumpkin carving and decorating offered to the homeowners on Saturday, Oct. 28 from 10-12pm. Parents will need to be in attendance to help with youngsters. It was approved to allow $200 towards the purchase of the pumpkins and the carving and painting supplies.
Old Business:
Playground: Michelle Oger presented a second proposal for a playground for the Blue Lake Preschool. There was a question of where the liability lies and who ultimately owns the playground. This will be looked into by both Michelle and Diane. It was suggested that we present the new plan to the homeowners at the next board meeting in November, notifying people via the Bugle and website, and that maybe Michelle should even have a third plan to offer as well. Maybe the lower parking lot could be used for playground option #3.
Web Site: Mark Pearson showed the Board the new website and all that was included on it. Great job on the website Mark! Thank you! Our website is www.bluelakehoa.com.
Sidewalk Repair: Vince Shimp filled us in on the latest 2 bids of sidewalk repair along JW Drive. One bid did not include replacement only the tear up and removal. The other bid was complete but more research is needed as to the best solution of a replacement. Nick Looper with Green Side Up Landscaping, feels that Asphalt is the best solution. It will still need to be torn up and replaced every 5-7 years but it will last the longest against tree root upheaval. The biggest part of the cost is the removal and dumping of the existing sidewalk. Diane will contact Eagle Co. as to the procedure, approval, etc. needed to execute all of this.
Sheriff’s Safety Program: Diane Henderson said it was successful and very helpful for the adults and the kids alike. For the adults the hot topic was sexual predators in the neighborhood and internet safety. The kids learned about keeping themselves safe from people, on their bikes, in the car and on the internet.
CC&R Committee Report: We are having Hindman Sanchez Law firm in Denver look over our current CC&R for possible updating, enforcement and advice. There was discussion that the bylaws should also be looked at and possibly updated but would need 100% of the homeowner approval in order to do so. It was decided to sign Hindman Sanchez on an hourly basis and consult with local council as the need arises.
Mid Valley Metro sludge pits: Bill Reynolds stated that Mother Nature has not cooperated and things are pretty wet. They are looking at bringing in equipment to dry out the sludge and take it out in pieces that way. They are currently moving the 2nd and 3rd lagoons into the first and will give the liners to the Dept. of Wildlife for their use. As the pit become empty MVM will work with us on our time line to dump the torn up sidewalk into the pits to help with cost of replacing the sidewalk on JW Drive.
Landscaping Master Plan: Nick Looper expressed great concern that one of the bidders for the landscaping job was also the one who is proposing what work needs to be done. Also, there was no map included with the bid sheet and this ties everything together. He proposed that the bid should be a closed bid and then to have an opening ceremony as this is the proper way to conduct the bid process. This was agreed upon by the Board.
There also was great concern expressed from those homeowners attending the meeting that Joe Meade’s job would be in jeopardy if the landscaping was out-sourced. Kelly went to great lengths to assure those attending that this was absolutely not the case. She stated that Joe is a very valuable employee, everyone on the Board loves Joe and would love him to stay on forever. Kelly said that the Board feels very strongly that the maintenance of Blue Lake runs so smoothly because of Joe and to lose him would be a huge loss for us. The reason for looking at outside landscapers is to free Joe up to do the other 100 things that need to be done. So, no, Joe’s job is definitely not in jeopardy.
Joe’s Report: Presented by Kelly: Joe had a roll-off dumpster brought in for leaves. He also talked with Joe Chacon about the broken curb at the beach and Mr. Chacon suggested to remove all cement at the curb and dig deeper. Joe has kept on all employees due to his surgery Oct. 16th. The bathrooms at the beach are now closed for the winter. Joe would like to give all employees an end of season bonus. Suzy motioned for Joe give the bonus and disburse it at his discretion. Motion approved. Suzy also suggested we give a bonus to employees returning in the spring. The ditches should be shut off by the first week of Nov.
