Annual Meeting of the Homeowners
Blue Lake Association

Meeting called to order: 7:05 p.m.

Board Members in attendance: Jack, Vince, Gina, Scott W., Kelly, Scott H. and office administrator, Diane Henderson

Absent: Susie Atwood

Homeowners in attendance: 18

Approval of 2005 annual meeting minutes: Approved with no objections

Introduction of board members and new office administrator.

There was a question from a homeowner regarding the length of terms of board members. Kelly explained that this is the first time in a long time that we have a full board, and that there is not a lot of interest in serving on the board. Kelly asked for a motion to re-elect the current board, there was a second. One homeowner opposed.

Financial Report: (given by Kelly in Gretta’s recent step down/Susie not able to attend)

We don’t have a new budget proposal due to Gretta’s recent health issues. Kelly presented the current statement with today’s balance sheet. See attachment. There was some discussion about how to gain approval of the new budget proposal when it is ready. Kelly showed the comparison of homeowner’s dues to other associations in the area. See attachment. Kelly explained the proposed dues increase (%5 or $2.65 monthly) to start building our capital reserve. There was discussion about increasing beyond what the CC&Rs allow for, which requires a quorum of the homeowners. We will be working intensively in the coming year on our long term budgeting. There was a suggestion to clearly explain to homeowners why the increase is going up 5%, as in previous years the increase was only 3%. There was a suggestion of having a financial committee to tap into the talents and experience of several people instead of just putting it all on Susie. There was a suggestion to use Dalby Wendland as a resource in creating our budget.

Sidewalk Repair and Realignment Report: Kelly presented the map of the sidewalk route along JW Drive. She explained what the arborist recommended. Vince explained what progress has happened on the project so far. He explained the financial savings of being able to dump the concrete in the Mid Valley Metro pits. It was recently discovered that the sidewalk belongs to Eagle County, so there have been calls placed to the county. We’re waiting for a response. Diane will be meeting with a county engineer this week to discuss other matters, and will bring this subject up then.

CC&R Committee Report: Kelly told those in attendance of the work of this committee through the year and the frustrations of having many legal questions and the dealings with various attorneys. The committee has a CC&R enforcement proposal that would impose fines on habitual offenders. This is still in the works and not quite ready to be employed.

Preschool Playground Proposal: Kelly explained the proposed playground which the current tenants in the community center are willing to pay for in order to gain a certain accreditation from the state. They came to several board meetings and held a special meeting to discuss their proposal with homeowners. There was some opposition from the homeowners whose property back up to the proposed site. They have gone back to the drawing board and are hoping to change the site to be closer to where the current play area is. Their lease is up this year, and they’d like to sign a long-term lease in return for their investment. These are good tenants, so we’d like to keep them.

Landscape Management Plan: Kelly explained how this discussion came about, and showed on the map what changes are being proposed. Bids are expected in by the end of this week.

Speed Control Issue: Diane explained the communication with Eagle County to deal with this problem. Diane will be meeting with Greg Schroeder (Eagle County Engineer) this week. See attached letter.

Trash Service to single vendor: Kelly presented the bid by Wally’s Trash Service (Waste Solutions.) Wally Graham explained his proposal of $45 per quarter per household (payable through our monthly dues.) A 90 gallon trash bin and weekly recycling would be included. Leaves and grass are charged extra as are other extreme overages of the 90 gallon container. Homeowners would be billed directly for extra charges. There was a question about having large communal containers for Christmas tree and leaf disposals at those times of year. There was some concern over taking away the consumer’s choice of companies. Wally offered to put a clause into the contract for a one year review. The association could choose one day as our trash pick up day. Currently he could do Monday, Wednesday, or Friday.

Website: Jack talked about the progress on the development of our website by Mark Pearson. There was a handout of the address and an explanation of what the site consists of. Scott talked about the need of input by homeowners. Mark arrived and talked about the site. See attachment.

Question and Comment period:

There was discussion of the county’s liability and being in ADA compliance with regard to the sidewalks along JW Drive.

There was discussion of the speeding issue and the letter sent to the county. There was a suggestion of the association putting pedestrian stop signs on the bike paths where ever it crosses a street.

There were comments about “car to car activity” in the parking lot after 10 p.m. and people hanging out in the Tot Lot after dark. Diane was asked to post the sheriff’s department non-emergency line in the Bugle and on the website. Homeowners were asked to not hesitate in calling the county directly with there concerns and observations.

Bill Reynolds (Mid Valley Metro President) spoke about a steering committee that is looking into the feasibility of a Community Recreation Center in the space that is currently being used for the sludge pits adjacent to Blue Lake.

It was suggested that we ask RFTA to put trash cans at their stops on JW Drive. Perhaps if they provide the containers, Joe could empty them as needed.

The fence around the storage lot on Black Bear Trail needs repair and staining.
