Secondary Homeowner’s Meeting
November 29, 2007 Minutes

Check-in and distribution of ballots.
Meeting called to order: 7:05
There was an announcement that a quorum (more than the required 105 members) has been reached.
Susie reviewed the handouts including the proposed budget and increase, repeating what was said at the Oct. 18th meeting.
Homeowner Comments:
Annie Uyehara (436 Black Bear Tr.) expressed her opposition to the proposed increase.
Cheryl Bach (26 Raccoon Ct.) expressed her concern that with the proposed increase, the association would eventually have an excessive amount of money in the reserves.
Judi Simecek (113 Rabbit Rd.) didn’t like the proposal as it’s written because it’s too much like a blank check signed over to this board and future boards.
Trudy Johnson (295 Badger Rd.) voiced her support of having reserves ready for future expenditures as being good business practices.
Gina Shaw (48 Goose Lane) mentioned that the lack of increases in previous years explains a lot about why we need this increase.
Peter Delany (276 Goose Lane) asked everyone to remember that board members are our neighbors and they serve as representatives in the democratic process.
Gretta McKenney (375 Rabbit Rd.) had several comments about the reserve study and the current operating account balance.
Mimi Trombatore (88 Goose Lane) mentioned huge special assessments that other HOAs are assessing (Missouri Heights and Reudi Shores) and said she would rather contribute small amounts monthly to avoid a large assessment.
Nora Waldron (23 Bobcat Ct.) expressed her support to the board and the increase.
Kerry Wirth (97 Beaver Lane) expressed her opposition to the increase.
Robert Giacinto (113 Beaver Lane) commented that he would rather have a one time assessment to get our reserves up.
Jerry Burnamen (251 Rabbit Rd. and 522 Black Bear Tr.) voiced his opposition to the increase.
Peter Delany made a motion to vote on the proposed increase. Judi Simecek seconded. There was discussion about the ballot being too vague, and that there needed to be clarification. Kelly clarified the motion to vote “to raise monthly dues to $78.03 ($18.38 of this going to reserves) per lot (not including trash.)” There was more discussion about the possibility of changing what we were voting on as several people wanted an increase, but not the full amount of the proposal. It was decided that changing the vote would constitute “new business” and is therefore not allowed as this meeting is a continuation on the Oct. 18th meeting agenda.
Ballots were cast and there was a preliminary count of 97 in favor; 41 opposed. Kerry Wirth, Judi Simecek, Missen Brucker, and Bruce Pearson have agreed to do the official count tomorrow at 2pm. Results will be published in the December Bugle.
