Board Meeting Minutes
Blue Lake Board of Director’s Meeting
March 11, 2008

Attendance: Vince Shimp, Bruce Pearson, Susie Atwood, Scott Wirkler, Missen Brucker. Absent: Cheryl Bach and Kelly McKenney

Also in attendance: Joe Meade, Gina Shaw, Christine Page, Robert Giacinto, Keith Johnson, Joe Chacon and several representatives from the preschool including Michelle and Melissa.

Meeting called to order: 6:35

Storage Lot improvements: Joe Chacon talked about the markings that he’s looked into for organizing the storage lots. There was discussion about the timing of getting the markers in place. Missen moved to mark three, contiguous medium size spaces as a sample in April before the next meeting. Motion carried unanimously.

Preschool insurance/progress on playground: Melissa gave the board a copy of their insurance. Susie pointed out that volunteers were not covered under their policy. Melissa will talk to their agent and get that to us tomorrow.

Melissa handed out information on the materials they intend to use for the retaining wall. DCC approval is still necessary for the type of materials proposed. Michelle will get us a copy of the engineering plan for our files.

Scott was concerned about whether the project could be completed in a timely manner using volunteer labor. Michelle will address this with the contractor building the retaining wall. The Board is requiring a timeline for the entire project be submitted. Melissa asked for a little leniency because of using volunteers. Keith Johnson asked about the work hours. Missen suggested they adhere to the city of Aspen’s requirements for any use of heavy equipment, and asked that BLOA be notified when the noisy steps will happen. Missen asked that they communicate with Gina regularly for any changes to the set timeline. Gina will keep the affected neighbors informed.

Susie talked about her conversation with BLOA’s insurance agent. Because the preschool isn’t using a general contractor, they don’t have the benefit of GC insurance. For this reason the BLOA board is asking for a performance bond which is estimated to cost approximately $500 for the year. The preschool staff was asked to get back to us within the week.

4) Signage for new playgrounds with locks on gates.

5) Emergency lighting as required by insurance inspector.

HO comment: Christine Page asked about the possibility of a bike path connection at Pica across JW. See “Sidewalk Connections” below.

Sidewalk Connections:
Missen explained that the board is working to replace connections that were lost when the sidewalk was removed last year. We are currently waiting on a scope of work from her brother, Hans. He will do a scope pro-bono and we anticipate it being ready for the next meeting. Missen suggested soliciting the county for a stretch of sidewalk across from the Tot-Lot over to Black Bear Trail. Gina to find out who we need to ask and when.

Ditch review: Susie asked Joe to document ditch maintenance procedures. Susie asked for the minutes of the Robinson Ditch meeting, which is being held this month.

Insurance inspector requirements: The insurance audit requires that there be adjustments to Blue Lake’s fuel tank. Our insurance is requiring a steel, concrete or earth berm containment system that could handle the size of the tank if a leak were to occur. Joe was asked to fix the situation and report back on the cost.

Emergency lighting at preschool: (see above)

Gina to contact Cindy Brewer, BLOA insurance agent, with the suggested solutions by March 17th

Arborist: Missen spoke with Dave at Eagle Crest. He does not recommend pruning unless they are a danger to sidewalks, buildings, or traffic. He does recommend the spraying of conifer trees annually. Missen made a motion to have Brush Creek Landscaping spray all conifer trees and to sign a three year contract if the adjusted bid is reasonable. Passed unanimously. Gina to ask him to adjust his bid to spray just the conifers and to see if a three-year contract would lock in a better price.

Snow removal—sidewalk liability: Vince spoke about the findings of Garret Brandt. Brandt suggested a policy be put in place. Vince was asked to write up a summary of his discussion for our files.

Policy adoption for compliance with Senate Bill 89 and 100: The board will have a special meeting April 1st at 6:30. Board members to notify Gina of their ability to attend.

Soccer Field proposal: There was discussion about the letter Cheryl wrote. The board approved Cheryl’s moving forward with approaching the county and Crown Mountain Park for funding.

Joe’s Report:
• There was a request from a soccer club to plow the field. The board is opposed to any snow removal because of the potential damage, expense and liability.

• Hiring: Lex Carter to start next week. Laura Breeze will be hired for the month of April. There was suggestion that Joe give new hires a two week trial period with a raise if Joe likes them, and offer a significant bonus if they stay thru September. Susie will look into different bonus ideas for the April 1st meeting.

• Seasonal Employees/hiring procedures: Gina to ask Phylis Mattice about procedure for checking legal documents. (“everify.com”)

• The Board discussed a complaint from an HO regarding Golden Suckers in the lake. Gina is to contact Mid Valley Met for a final report on the water analysis sponsored last year and also inquire about the Sucker issue.

Financial Report: Susie talked briefly about the year-end financial report; Brian Smith will apply for an extension to the IRS. He has to wait until the financials are approved to do our taxes.

There is one lien to be filed 3-12-08. Other past due accounts have been paid.
