Blue Lake Owner’s Association
Dec. 13th 2006
In Attendance: Gina, Jack, Scott H. Susie, Diane, Scott W., Kelly, plus 3 homeowners and Michelle from the pre-school.
Meeting called to order at 6:40. Minutes approved from last meeting.
From now on meetings will be held on the 2nd Tuesday of every month at 6:30. (Change from Thursdays.) Starting January 9th, 2007
Pre-school playground expansion: Steve McKenney voiced a concern of the height and liability issues of the playground. There is a 3 year lease agreement due for renewal in Jan. 2007. It was suggested that they plant some short trees to cover some of the fencing, but not tall trees to block current views of the homeowners on Rabbit Road. Robin Schiller likes the proposed playground.
Susie asked Michelle for the insurance certificate showing BLOA as secondary insured for the pre-school. There was discussion of whether or not the playground should be open to the homeowner’s during after hours. Michelle said that every Monday there are cigarette butts and broken bottles in the current fenced yard.
Gina suggested we ask the Sheriff’s department to patrol around our buildings. Gina made a motion to keep the playground closed after hours. Scott H. seconded. Five board members in favor, and Kelly opposed.
Gina suggested we get a written lease agreement for the hourly use of the community center instead of the current verbal agreement.
There was discussion of the appropriate height for fencing. Susie moved to approve the fencing height as in the proposal and materials to be submitted to the design committee. Scott H. seconded. Motion passed unanimously.
Michelle said that they had approximately 15 trees in the proposal.
Susie moved that no less than 15 trees/shrubs be planted around the playground fencing; Scott H. second. Motion passed unanimously.
Scott made a motion to approve the current proposal for the playground expansion. Susie seconded. The 3 homeowners in attendance were asked their opinion. Kelly asked if there has been any negative feedback since the new design. With the previous design, several homeowners on Rabbit road showed opposition, but now, that is not the case apparently with this new design. Motion passed unanimously.
Scott W. asked about what kind of lease Michelle would be interested in signing. The pre-school is having a board meeting tomorrow, and she’ll ask for specific change requests. We need to have new measurements of the space being used by the preschool before their lease is up on January 31st.
Diane asked for Michelle to email the preschool’s requests to her and she’ll forward to BLOA board members.
Jack said that in El Jebel area commercial space is renting for about $15/ sq.ft. Jack will firm that up and notify the board via email.
Trash Service: Susie met with Wally. She said the contract doesn’t state 1) the fuel surcharge, and 2) that payment is in arrears. These two things need to be on the contract. Steve McKenney asked if there was any opposition. Kelly explained the few cases of opposition. Homeowner’s may use their own cans if they don’t wish to have the 96 gallon container Wally is willing to provide. Diane suggested that individual homeowners should call Wally if they wish to use their own cans. There needs to be an individual contract with the preschool.
There was discussion of whether or not we should make exceptions for the homeowners who take their trash to their business’ dumpster, and the 1 homeowner who refuses to switch from Waste Management. There’s an assumption that many homeowners aren’t yet aware of this issue, even though it’s been in the Bugle for many months, and finally voted on and passed last month.
There was discussion as to how homeowner statements should read to show why dues are going up. It was decided that the January statement will have a notice explaining the increase. Susie made a motion to show the difference on January’s statement, afterwards to have one amount for dues.
Scott made a motion to charge everyone regardless. Kelly seconded. 5 members in favor. Susie opposed.
Financial Committee report: Reserve study: Susie researched companies to do this. Aspen Reserve Specialists is the company that Mid Valley Metro used for their study after securing several bids. They estimate that it will cost us $2500-$3000. Susie recommends that we use a professional to do the initial study, and that she, Diane, and Joe keep it current once it is in place. She’s waiting on a quote before we can put this to a vote.
Real Estate taxes: The HOA does not currently pay real estate taxes, but we did for years up until a year and a half ago. Kelly and Scott W. asked if we could get those tax dollars refunded.
Kelly asked if there was any opposition to the proposed budget. Budget approved unanimously.
Diane’s report: Kelly asked that these be printed out for the meetings.
Homeowner’s request for a map of Blue Lake: It was decided that most people have cell phones to call for directions when necessary.
Diane reports that the county is going to pay for the signs and cross walk painting.
Community events: Caroling Dec. 23rd at 5:30pm. Meet under the light at Black Bear Tr and JW Drive and the cookie exchange on Dec. 16th from 11-12pm in the Community Center.
Susie and Scott H. went to the meeting last night for the proposed recreation center. Diane was asked to invite Bill Reynolds to an early meeting next month at 5:30. Please remind board members also.
